How do I submit a comic strip to a newspaper?

I have been designing a little comic strip that I believe would be kind of entertaining in a newspaper. Could someone just explain to me the series of steps i need to go through in order to get my strip published. I understand that you have to submit them to a "syndacate" or something which then sends it to newspapers, but what exactly is a syndacate and how to I find one?

Universal Press Syndicate:

Things are pretty consistent — they four to six weeks of continuity for example.
